City Efficiency
The first step in turning this City around is to give Citizens confidence that their tax dollars are being strategically spent. Then investment will occur. We must first all be working from the same strategic plan. All employees for the city must understand their role and be committed to strategic initiatives while offering efficient means to get there. Response time is every thing.
We must further the Richmond Works Initiative, so the average citizen can tract city services, approved budget time tables and even police response time. Government services, budgets and actual delivered services will be transparent and accessible by all. City Budget Spending will be central computer based and monitored by a new city controller accountant. For more information, visit www. Richmond Works Web site.
Strategic Project Master Planning Continued into Neighborhoods
To make Richmond the most Livable City in America we must complete the missing pieces to this complex puzzle that is Richmond's future. New areas for new urban affordable housing must be identified. Promoting this city and making it all it can be is important to this candidate and the citizens of Richmond. Certain key and fairly distributed project locations are critical for Richmond's long term livability. And developments for all citizens is necessary. A continuing of the downtown master plan, with citizen participation in the planning process will be continued and carried into the neighborhoods.

Three New Middle School Neighborhood Centers
are required with social services included in each complex with after school programs developing the whole family. These centers should help to establish new neighborhoods: An Expanded Martin Luther Middle School, A new Chandler Middle School at Dove Street and A new Boushall Middle School relocated adjacent to new shopping along an extended Bellemede Road to McGuire VA Medical Center.
A new City Jail relocated to free the residential neighborhoods and citizens above it for new desirable neighborhood family friendly growth and greenway development in North Shockoe Bottom Park should be planned.
Relocated near the I-95 Maury Street Exit along East 4th,or East 5th Streets and near the industrial properties on both sides of Gordon Avenue, this long term industrial area and the new jail could provide inmate training and be adjacent to the new southside courts. The new jail at this site, similar to the Henrico County government complex could spur development in this area adjacent to I-95.
A New Shockoe Valley North Park (Click Here) acting as a new Eastern Gateway to Richmond and giving value to adjacent hilltops and respecting the environmental "green way system" must be included in the new neighborhood master plans.

and our future potential.
A new Diamond changed to Short Pump Central with pedestrian friendly shopping extending the Boulevard Museum District to I-95. This area should be included in a neighborhood master plan. Highrise office for fortune 500 corporations have potential growth here with a future highspeed rail metro stop linking it to the region and beyond.
These projects from discussions with Citizens should be GIVEN EQUAL STRATEGIC ATTENTION.
RICHMOND FAST FORWARD will promote all Citizen based iniatives and will develop
THE PEOPLES MASTER PLAN.
